Test case review?

Developers do not have time to review our test cases. :(
Are you referring to blackbox-based functional or regression tests?

If so, why would you want a developer to review them? Doing so creates a chain with the potential for multiple weak links - through developer to you. What if the developer misunderstood what was to be developed and wrote code according to this misunderstanding? The developer then reviews your cases to see if they will exercise what was developed! Both of you are then wrong. The best people to review blackbox test cases are non-programming designers, BAs, and/or your peers.
