I've always been a fast reader and still am but some of those techniques might be useful.
The problem I have now is that I can read something and realise how useful it could be and spend an hour thinking about how to implement it and then realise I still have the rest of the book to read
happy easter to you

well, then just note down your idea in a gtd app such as tasktool.com, or write the page number and the idea in those few blank pages in the back of the book and keep plowing on. after you finish reading them review and plan the implementation. david allen is all about clearing your mind RAM to help you focus on the task at hand.
when i was younger i always read waaay beyond my years. when i was eight years old i read the hobbit in two weeks. a few years after that i did the lord of the rings in two weeks too. i think the two years in japan really messed with my ability to use the english language in the same way.
